This passage is part of the underground stormwater storage facility built along I-35W in Minneapolis as part of MnDOT's freeway reconstruction project. Steel rebar cages line the tunnel walls, forming the reinforcement skeleton before crews pour concrete to create the finished storage chamber. The facility is designed to hold runoff from the surrounding freeway corridor, reducing the load on the city's stormwater system during heavy rain. Small utility vehicles like the one at the center of this corridor are used to move materials and equipment through the excavated sections as construction progresses toward completion.
