Security fencing and concrete barriers surround the Whipple Building in Minneapolis, a facility that has been utilized by Immigration and Customs Enforcement (ICE) as a detention center and operational base. The building's use by ICE has been a focal point for protests and activism, particularly during operations like "Operation Metro Surge."
