A sign on a chain-link fence reads, "THIS AREA IS UNDER VIDEO SURVEILLANCE AND IS MONITORED BY THE FEDERAL PROTECTIVE SERVICE." The fence is around the Whipple federal building, which is being used as an ICE detention center. The Federal Protective Service is responsible for security at federal facilities. The Whipple Building in Minneapolis houses federal offices, including those of Immigration and Customs Enforcement (ICE).
