Razor wire fences surround a parking ramp at Lake Street and Girard Avenue in Uptown Minneapolis. This security measure was installed following protests that occurred in the area after the shooting death of Winston Smith by a federal task force at the top of the ramp. The incident sparked significant unrest and demonstrations in the neighborhood.
