Federal agents film those gathering across from the Whipple Building near Minneapolis with "RIP RENEE" graffiti on the concrete barrier. The Whipple Building, located near Minneapolis, serves as a federal facility being used as an ICE detention center as well as where thousands of federal agents are operating out of during "Operation Metro Surge".
