Dickey Road runs south from the Indiana Harbor area of East Chicago into the ArcelorMittal Indiana Harbor Works, one of the largest integrated steel mills in North America. The complex traces its roots to Inland Steel, which began operations here in 1901 and grew into a major employer along the southern Lake Michigan shoreline. ArcelorMittal took over the works in 2006 following the merger of Mittal Steel and Arcelor, folding the mill into its global network of steel production sites. The Cline Avenue corridor, elevated above this stretch of the mill, has long served as a route connecting East Chicago's industrial district to the regional highway system.
