Operation Metro Surge: ICE in Minneapolis

What I saw as thousands of federal agents arrived in my city.

Minnesota

I live in Minneapolis, Minnesota, and this page documents on-the-ground coverage of the federal immigration enforcement operation known as Operation Metro Surge — a large-scale deployment of federal agents across the Twin Cities beginning in December 2025.

Federal ICE Operations Across Minneapolis

The operation involved officers from U.S. Immigration and Customs Enforcement (ICE), U.S. Border Patrol, Homeland Security Investigations, and other Department of Homeland Security agencies. Federal officials described it as one of the largest immigration enforcement actions carried out in a U.S. city, with activity concentrated across Minneapolis and surrounding areas.

Enforcement activity increased significantly in January 2026, bringing widespread attention as arrests, street-level operations, and federal presence expanded into residential neighborhoods and commercial areas. The deployment triggered sustained protests, community response efforts, and growing tension between federal authorities, local officials, and residents.

Key Events During Operation Metro Surge

  • January 7, 2026 — Renée Nicole Good, a 37-year-old Minneapolis resident, was shot and killed by an ICE agent on Portland Avenue.
  • January 24, 2026 — Alex Jeffrey Pretti, a 37-year-old ICU nurse and Minneapolis resident, was shot and killed by a U.S. Border Patrol agent on Nicollet Avenue.
  • January 18, 2026 — North Minneapolis shooting, federal agents shot and seriously injured a man during an enforcement operation in North Minneapolis.

These incidents were followed by large-scale protests across Minneapolis and became defining moments during the operation.

About This Photo Set

This photo set shows these events as they unfolded from my own experiences. This includes the federal agents, the community responses and conditions in the streets across Minneapolis as a large federal occupation changed daily life for millions.

September 20, 2026 — A posting at the Alex Pretti Memorial that reads: "The image is from a famous photo of Madrid in 1937 after the city had withstood an attack by Franco’s forces. The citizens had been helped by the arrival of some units of the International Brigades many of whom were Americans. These Americans were later demonized during the McCarthy era for being premature anti-fascists. We have translated some of the wording of the banner. NO PASARAN translates literally as THEY SHALL NOT PASS. The bottom writing on the banner says that MADRID WILL BE TOMB OF FASCISM. We used a little poetic license to hope that MINNESOTA WILL BE THE TOMB OF FASCISM. We have to keep up the fight for the long-term. We can’t get tired. When we heard the Becca Good, the widow of Renee Good say, “They had guns we had whistles...” It reminded us of what was said after democracy lost the Spanish Civil War. “We had better music, but they had better guns and more of them.” We can’t outshoot them and we shouldn’t try but we can outsmart them."

now... And I just wanted to say that this is
NOT normal, and your probably also really
scared, but I don't think anyone is NOT
afraid right now. But I believe that we
can work together to get ICE out of MN!
If we keep fighting against them, I believe
we can do it, if we ALL try, together. KEEP Fighting
Minnesotans!! We got this!

Video recorded by bystanders showed Good attempting to drive away as agents surrounded her vehicle before an ICE agent fired multiple shots into the SUV. Federal officials claimed the shooting was justified because the agent feared being struck by the vehicle, while witnesses, local officials, and independent video analyses questioned that account and called for further investigation. Good, a Minneapolis resident, and community advocate, was remembered by family and supporters as compassionate and deeply involved in supporting immigrant communities. Her death sparked large protests across Minneapolis and intensified national debate over immigration enforcement, the use of federal agents in local operations, and the expanding role of ICE under the Trump administration. The ICE agent that shot Renee Good has been identified as Jonathan Ross of Chaska, Minnesota.

July 7, 2026 — As seen at the Renee Good Memorial in July 2026: ""It's like in the great stories, Mr. Frodo. The ones that really mattered. Full of darkness and danger they were, and sometimes you didn't want to know the end. Because how could the world go back to the way it was when so much bad had happened? But in the end, it's only a passing thing, this shadow. Even darkness must pass. A new day will come. And when the sun shines, it will shine out all the clearer. Those were the stories that stayed with you, that meant something, even if you were too small to understand why. But I think, Mr. Frodo, I do understand. I know now. Folk in those stories had lots of chances of turning back, only they didn't. They kept going, because they were holding onto something — that there's some good in this world, and it's worth fighting for." — Samwise Gamgee, The Lord of the Rings, J.R.R. Tolkien" On January 7, 2026, 37-year-old Renée Nicole Good was fatally shot by an Immigration and Customs Enforcement agent during a federal immigration enforcement operation in south Minneapolis. May 25, 2026 — A flyer seen in Minneapolis on May 25, 2026 that reads: EMERGENCY: ICE OUT OF MINNESOTA “…There are thousands of ICE rats scuttling … already icy streets. Good is gone for good—shot in the … She isn’t the reason for the breaking point. Just as it was Amir Locke or Daunte Wright before her, or even George Floyd. The cries of Philando Castile’s family weren’t enough. Before them, Fong Lee, and too many more. Since Bloody Friday, our martyrs have been turned into just… names. They should have been enough. This ICE operation is somehow simpler AND more malicious than the kill count accumulated by our PD. This is slave catching. This is gestapo. A militia has descended upon our city, with SS tattoos and southern drawls, and they have come for our immigrants and our vaguely brown. It didn’t have to be Good. It could’ve been any of us. It’s a game of odds now, and I don’t gamble. So I will fight. ICE is not a disciplined or well-trained group. Their only cohesion is a collective desperation which makes for a fractured yet dangerous opponent. We have the numbers. We’re fighting for our home. We should not be intimidated by cowards. To paraphrase the villains from a favorite childhood film: If one stands up, then they all might stand up! They outnumber us 100:1 and if they ever figure that out, there goes our way of life! It’s not about food, IT IS ABOUT KEEPING THEM IN LINE. And finally, I repeat the words of a man I’m surprised to quote: “BULLSHIT. GET THE FUCK OUT OF OUR CITY!”

Trump’s troops, weighted with weapons, white supremists masked their false pride while storming our castle as if it’s a ride, spraying teargas, blasphemous amass, crass brass relished the task of defending this act as they lied. ‘We are here to love each other’ — that’s Kennie’s mantra. A devoted mom and good wife, she literally sparkled. This natural leader was born to right wrongs, write poems and sing songs, yet on January 7th the unthinkable happened, shot through the heart, and Trump’s to blame, incapable of shame or pain. 17 days later it happened again. Alex Pretti — ICU — vigorous, steady and noble. This nurse stood for good, ready, willing and able. You may never know the fruit laid on your table, but it sets the stage, a million reasons to follow your belief in a better tomorrow for humanity, to do as they should. That’s why we stand — and that’s PRETTI GOOD.” /pretti/
