Upper Harbor Terminal is a former city-owned barge terminal on the Mississippi River in north Minneapolis, upstream of the Upper St. Anthony Falls Lock and Dam. Opened in 1968, five years after the lock made the upper river accessible to commercial barges, it handled bulk freight for decades, including road salt, coal, and gravel. Barge operations ended in 2014, ahead of the lock’s closure to navigation in June 2015 to help prevent the upstream spread of invasive carp
