Security at Warren E. Burger Federal Building, St. Paul, Jan 2022

The Warren E. Burger Federal Building in St. Paul, MN, is a U.S. District Court courthouse completed in 1967 and named for former Chief Justice Warren E. Burger. In January 2022 it hosted the federal civil rights trial of former Minneapolis police officers Tou Thao, J. Alexander Kueng, and Thomas Lane. This series documents security preparations and street management outside the courthouse from January 23 to 26, 2022.

In advance of jury selection and opening statements, authorities installed temporary fencing, concrete barriers, and U.S. Marshals barricades around the building on Kellogg Boulevard. During Day 3 of proceedings, St. Paul police closed adjacent roads as a car caravan protest traveled through downtown. The measures reflected heightened public interest and safety planning for a nationally watched case following George Floyd’s murder in May 2020.

Additional perimeter controls extended to nearby public buildings, including a chain-link fence around the Ramsey County Government Center East, whose Downtown Service Center operations were temporarily relocated to Metro Square. The courthouse is located across from Twin Cities PBS (TPT) in downtown St. Paul, MN. The images highlight how federal and local agencies managed access and circulation during the trial period.
