The Procter & Gamble plant on Quincy Street began as the Charmin Paper Mills, founded in Green Bay in 1892 and acquired by P&G in 1957. The site sits along the Fox River and remains one of the company's primary manufacturing locations for Charmin bathroom tissue and Bounty paper towels. Steam from the mill's process stacks is a routine byproduct of pulp and paper production, most visible on cold mornings when it condenses in the winter air. Green Bay's paper industry dates to the 19th century, when the Fox River's flow made it an early center for mills converting wood pulp into finished paper goods.
