A notice posted on the door of Karmel Mall on Lake Street in Minneapolis explains a whistle symbol used as a community warning about nearby Immigration and Customs Enforcement activity. The sign tells passersby that the whistle is meant to alert neighbors to stay aware and cautious when ICE is in the area, particularly when leaving the building.
